Les fêtes de Bayonne, qui attirent chaque annéee plus d’un million de personnes durant cinq jours, débutent mercredi dans un contexte de menace terroriste. Les autorités ont adapté le programme et renforcé les mesures sécuritaires.

A nyomozás alapján egyértelmű, hogy a péntek este történt müncheni lövöldözésnek egyetlen elkövetője volt, és az ügynek “egyáltalán nincs köze a menekültek témájához” — közölte szombaton a bajor tartományi főváros rendőrségének vezetője.

Hubertus Andrä az eljárás vezetőinek müncheni tájékoztatóján elmondta, hogy az elkövető egy 18 éves iráni-német kettős állampolgár, aki Münchenben született és nevelkedett. Nincsenek arra utaló jelek, hogy bármi köze lett volna az Iszlám Államhoz vagy más dzsihadista szervezethez.

Viszont az “ámokfutás témájával” behatóan foglalkozott – tette hozzá. Kérdésre válaszolva kézenfekvő feltételezésnek nevezte, hogy az eset összefüggésben lehet a norvégiai utöyai mészárlással és az oslói pokolgépes robbantással, amely napra pontosan a lövöldözés előtt öt évvel történt.

A fiatalember egy 9 milliméteres, illegálisan tartott fegyverrel kezdett lövöldözni pénteken 17.50 körül a város északi részén egy gyorsétteremben és az Olympia bevásárlóközpontban. Kilenc embert agyonlőtt, majd elmenekült és végzett magával. Tüzeltek rá civil ruhás rendőrök, de a boncolás alapján nem sebesítették meg. Holttestére egy közeli mellékutcában találtak rá 20.30-kor.

A nyomozás előzetes megállapításai alapján röviddel a lövöldözés előtt igyekezett minél több embert a gyorsétterembe csábítani egy közösségi portálon álnéven megjelentetett bejegyzésekkel.

A halálos áldozatok mind Münchenben vagy a város környékén laktak. Többségük kiskorú – három áldozat 14 éves, két áldozat pedig 15 éves volt, a többiek 17, 19, 20, illetve 45 évesek voltak -, de még nem lehet megállapítani, hogy az elkövető vajon szándékosan, előre eltervezett módon kiskorúak életére tört-e.

Búcsúlevelet nem hagyott, szülei egyelőre nincsenek kihallgatható állapotban – mondta Hubertus Andrä.

A lövöldözésben 27 ember megsebesült, 10-en súlyos állapotban vannak. Lőtt sebesüléssel 4 embert ápolnak.

Magyar áldozata is van a vérengzésnek
A bajor rendőrség írásos közlése szerint egy magyar állampolgárságú, 2001-ben született fiú is van a pénteki müncheni lövöldözés áldozatai között – mondta Szijjártó Péter külgazdasági és külügyminiszter az MTI-nek. A tárcavezető közölte: a holttestet azonosítása megtörtént. A főkonzulátus kapcsolatban áll az érintett családdal — mondta Szijjártó.

A lövöldözés miatt mintegy 2300 rendőrt mozgósítottak. Szombaton 800 rendőr ügyelt München biztonságára – mondta a rendőrfőnök. Hangsúlyozta: nem szól biztonsági érv amellett, hogy bármilyen rendezvényt elhalasszanak a városban.

Robert Heinberger, a bajor tartományi bűnügyi hivatal vezetője elmondta, hogy az elkövető az illegálisan tartott fegyverrel és 300 tölténnyel felfegyverkezve kezdett lövöldözni. A szobájában találtak egyebek mellett ámokfutásról szóló újságcikkeket és egy könyvet, amelynek az a címe, hogy Ámokfutás fejben – miért gyilkolnak az iskolások.

A bűnügyi nyilvántartásokban két ügyben szerepelt, egy testi sértés és egy lopás sértettjeként. Ügyében nem találtak semmilyen politikai vonatkozást.

Horst Seehofer bajor miniszterelnök a tartományi kormány rendkívüli müncheni ülése után sajtótájékoztatón bejelentette, hogy a kormány és a tartományi gyűlés (Landtag) a jövő héten az áldozatok előtt tisztelgő közös emlékülést tart, nem tartják meg a hétfőn kezdődő Bayreuthi Ünnepi Játékok nyitányán szokásos állami fogadást és a kormány tagjai kegyeletből egy hétig nem vesznek részt semmilyen ünnepségen.

A miniszterelnök hangsúlyozta, hogy a szabadság védelmében mindent meg kell tenni a biztonságért, mert biztonság nélkül nincs szabadság.

Hozzátette: a “megdöbbenés és a gyász” közepette azt is látni kell, hogy a “támadás megmutatta államunk cselekvőképességét”. A rendőrség gyorsan reagált, “példamutatóan szolgált” és jól dolgoztak együtt a bajor állam intézményei.

A hatóságok mellett a lakosság is tiszteletet érdemlő magatartást tanúsított a “nehéz órákban” – emelte ki a tartományi kormányfő, egyben köszöntet mondva Angela Merkel kancellárnak a szövetségi hatóságok együttműködéséért.

A tájékoztató után Seehofer számos magas rangú bajor politikussal, köztük Joachim Herrmann belügyminiszterrel, Barbara Stamm Landtag-elnökkel és Dieter Reiter müncheni főpolgármesterrel koszorút helyezett el a lövöldözés helyszínén. Thomas de Maiziere szövetségi belügyminiszter utasítására szombaton a gyász jeleként félárbocra engedték a zászlókat országszerte valamennyi állami intézménynél.

Müncheni ügyész: “klasszikus ámokfutó” lehetett a lövöldöző
A nyomozás első megállapításai alapján “klasszikus ámokfutó” lehetett a péntek este történt müncheni lövöldözés elkövetője – közölte a müncheni ügyészség illetékese. Thomas Steinkraus-Koch vezető ügyész az eljárás irányítóinak közös sajtótájékoztatóján elmondta, hogy nem találtak semmilyen politikai vonatkozást az ügyben. A 18 éves elkövető valószínűleg nem volt egészséges, a “depresszió típusai közé tartozó” pszichés betegségben szenvedhetett. A bűnügyi nyilvántartásokban két ügyben szerepelt, egy testi sértés és egy lopás sértettjeként.

HANOI, Vietnam (AP) — Vietnam’s prime minister vowed to defend the country’s sovereignty in the South China Sea as he was re-elected Tuesday by the rubber-stamp National Assembly.

In his acceptance speech broadcast live on state television, Nguyen Xuan Phuc called on parties to respect and comply with international law and not to further complicate the situation.

“We must resolutely and firmly defend our independence, sovereignty and territorial integrity, be determined to defend Vietnam’s sovereignty in the East Sea and call on parties to respect and comply with international law and not to further complicate the situation,” Phuc said referring to the South China Sea in Vietnamese term.

An international tribunal two weeks ago rejected China’s sweeping claims in the South China Sea in a case initiated by the Philippines. Vietnam is among the other claimants in the disputed area. China is ignoring the ruling, saying The Hague-based Permanent Court of Arbitration has no authority in the matter.

The 62-year-old Phuc won 485 votes from 494 assembly deputies elected in the general elections in May, after becoming prime minister in a vote of the old assembly in April.

In addition to the sea dispute, Phuc’s government faces a serious budget deficit, soaring public debt, an inefficient state economic sector and the worst drought in nearly a century in the southern Mekong Delta, the country’s rice bowl.

But Le Hong Hiep, a research fellow at the ISEAS-Yusof Ishak Institute that studies Southeast Asia, said Phuc has surprised many observers and his critics by his pro-business attitude and down-to-earth approach in managing the economy.

“From his interventions to facilitate businesses to his comments on various economic issues, he has demonstrated that he is an active, capable and reform-minded leader that investors can rely on,” Hiep said in an email.

In his speech, Phuc also pledged to speed up reforms, fight corruption and build a transparent and accountable government.

Hiep said the current conditions of the economy force Phuc and his government to explore more reforms to maintain economic growth,

“Vietnam has reached the point of no return, where the government can’t afford to delay the much-needed reforms forever, especially regarding SOEs,” Hiep said referring to reforming the state-owned enterprises which have been slow when only small portions of shares of many major state companies were sold.

Economist Pham Chi Lan said Phuc has initiated many policies to facilitate businesses, but much more needs to be done to push his government agencies to implement them.

“Local and foreign experts have all recommended specific solutions … it’s now time to implement them,” she said “But it requires (the government) to go beyond itself.”

The assembly, with 96 percent of deputies being members of the Communist Party, is scheduled to approve Phuc’s 27-member cabinet before wrapping up its first session on Friday.

At 23:51 on 25 July, while flying over government-controlled Avdiivka, approximately 600m north-west of the contact line and 12.5km north of Donetsk, an SMM long-range unmanned aerial vehicle (UAV) experienced a loss of signals with the Ground Control Station and the SMM lost all communication with the UAV.

After thirty minutes from the loss of communication with the UAV, a Ukrainian Armed Forces liaison officer in the Joint Centre for Control and Co-ordination (JCCC) informed the SMM that the Ukrainian Armed Forces had identified a crash site. At 08:00 on 26 July, the Ukrainian Armed Forces Major General, Head of the Ukrainian side to the JCCC, informed the SMM that Ukrainian Armed Forces soldiers had retrieved the UAV.

The Ukrainian Armed Forces later handed over to the SMM the UAV’s tail rotor and the anti-jamming equipment that had been located in the tail.

At 12:48 on 25 July, the SMM conducted a flight of its mini UAV on the southern edge of “LPR”-controlled Kalynove (58km west of Luhansk). The SMM heard four shots which it assessed as being fired from an assault rifle targeting the UAV. At the time of the incident, the UAV was flying 800 metres south-west of the launch site. The shots were fired from a location assessed as less than one kilometre west of the SMM’s position. On 23 July, the SMM observed four artillery systems in the area (SMM Daily Report 25 July). The SMM managed to land the UAV, which did not sustain any damage, and proceeded to leave the location safely.

At 14:05 on 25 July, while attempting to conduct another flight with the same mini UAV south-west of “LPR”-controlled Kadiivka (formerly Stakhanov, 50km west of Luhansk), the mini UAV again came under fire approximately four minutes into its flight (some 300 metres west from the launch site), this time by eight shots from what was assessed as a pistol. The shots were assessed having been fired from a location 300-500m west of the SMM’s position. The SMM was able to retrieve the UAV, which did not sustain any damage. As the SMM was leaving the scene, it saw two armed men coming out of a wooded area. Earlier that day, the SMM observed tracks consistent with either a self-propelled howitzer (2S1 Gvozdika, 122mm) or an armoured personnel carrier (MT-LB) leading to the wooded area. The patrol returned safely to its base in Kadiivka.

The SMM informed the JCCC about all three incidents and asked them to take follow-up action.
