Der Rat hat heute eine Richtlinie und eine Empfehlung angenommen, die darauf abzielen, die Schwachstellen kritischer Einrichtungen zu verringern und ihre Resilienz zu stärken.

Der Rat nahm zwei Empfehlungen zu Pflege und Betreuung an. In einer Empfehlung werden die Mitgliedstaaten ermutigt, die Teilnahme an frühkindlicher Betreuung, Bildung und Erziehung zu erhöhen; in einer zweiten Empfehlung werden Maßnahmen zur Langzeitpflege vorgeschlagen.
