The constitutive meeting of the DROI Subcommittee took place in Brussels on 23 July 2024 following the appointment of members in the plenary sitting of 16-19 July. At the constitutive meeting, Mr Mounir Satouri (Greens/EFA, France) was elected the new DROI Chair. Two Vice-Chairs were also elected for a two-and-a-half year mandate.

The next DROI meeting will be held on Thursday, 17 October, 10.45-12.45 (Brussels). The meeting scheduled for 3 October is cancelled.

Highlights - DROI discusses the ever-worsening situation of women in Afghanistan - Subcommittee on Human Rights

On Tuesday 17 September, the Subcommittee on Human Rights will hold an extraordinary meeting with a group of Afghan women human rights defenders. Guests will share testimonies about the life of women and girls in Afghanistan under the Talibans. In this first meeting since the elections, DROI has chosen to shed light on the ever-worsening situation of women. On top of existing denials of human rights, a new law adopted in August forbids women to speak in the public sphere.
Also participating will be the EU Special Envoy for Afghanistan, Tomas Niklasson.

The constitutive meetings of the European Parliament's standing committees and subcommittees will take place in Brussels on 23 July 2024, following the appointments of their members in the plenary sitting of 16-19 July. During the constitutive meetings, each committee and subcommittee will elect its respective bureau, made up of a Chair and Vice-Chairs, for a two-and-a-half year mandate. The newly set up committees will then start holding their regular meetings during the same week following their constitutive meeting.

In-Depth Analysis - Artificial intelligence (AI) and human rights: Using AI as a weapon of repression and its impact on human rights - PE 754.450 - Subcommittee on Human Rights

This in-depth analysis (IDA) explores the most prominent actors, cases and techniques of algorithmic authoritarianism together with the legal, regulatory and diplomatic framework related to AI-based biases as well as deliberate misuses. With the world leaning heavily towards digital transformation, AI’s use in policy, economic and social decision-making has introduced alarming trends in repressive and authoritarian agendas. Such misuse grows ever more relevant to the European Parliament, resonating with its commitment to safeguarding human rights in the context of digital trans-formation. By shedding light on global patterns and rapidly developing technologies of algorithmic authoritarianism, this IDA aims to produce a wider understanding of the complex policy, regulatory and diplomatic challenges at the intersection of technology, democracy and human rights. Insights into AI’s role in bolstering authoritarian tactics offer a foundation for Parliament’s advocacy and policy interventions, underscoring the urgency for a robust international framework to regulate the use of AI, whilst ensuring that technological progress does not weaken fundamental freedoms. Detailed case studies and policy recommendations serve as a strategic resource for Parliament’s initiatives: they highlight the need for vigilance and proactive measures by combining partnerships (technical assistance), industrial thriving (AI Act), influence (regulatory convergence) and strength (sanctions, export controls) to develop strategic policy approaches for countering algorithmic control encroachments.
