Americas

• Not a single F-35A was downed by “hostile” fire during the Air Force’s recent Green Flag West exercise, the first exercise in which the Joint Strike Fighter has participated. None of the F-35s were shot down, whilst F-16s and A-10s were. The inclusion of the JSF in the exercises has been criticized as a public relations stunt; additionally, the level of operational pressure the F-35s were put under during the exercises compared with other aircraft has not been released. Whether the F-35 genuinely outperformed the other aircraft and as a result received no simulated destruction – or was just exposed to less severe operational testing – is hard to say.

• The Space Based Space Surveillance Block 10 program benefited from a $11.5 million contract with Boeing on Thursday, with this to provide sustainment and development work. The SBSS program needs a follow-on to the existing satellites in orbit, with the Air Force arranging an industry day in January in order to present its acquisition strategy. Principally this involves the planned procurement of three new satellites, with a rough schedule of these entering service before 2021.

• Also on Thursday, Oshkosh Defense was awarded a $780.4 million contract to recapitalise over 1,300 Heavy Expanded Mobility Tactical Trucks, 435 palletized load systems (PLS) and over 1,000 new palletized load system trailers, as well as other equipment. The contract will run to 2022, with the multi-year contract incrementally funded.

• Wright State University of Dayton, Ohio has been handed Air Force research work to investigate interactions with semi-autonomous UAVs. The $7.5 million, four-year modification will look into how multiple unmanned aerial vehicles could be controlled by a single human operator.

Europe

• Belarus is engaged in negotiations regarding a possible purchase of Russian S-400 air defense systems, with the country also scheduled to deploy their four existing S-300 systems by the end of this year. Manufacturer Almaz-Antey is currently fighting EU sanctions, with China buying the S-400 system back in January for around $500 million per-unit.

• Russia is reportedly planning to convert MC-21 passenger jets – manufactured by Irkut – to an AWACS platform comparable to the NATO E-3 Sentry, based on the civilian Boeing 707-320B. The details of the project are yet to be set, with Irkut and the Russian Defense Ministry currently engaged in talks. Irkut has also been contracted by the Ministry to convert 45 MC-21 airliners for troop-carrying purposes.

• France is reportedly set to receive its latest A400M transport aircraft, despite the recent grounding of other European fleets and the identification of problems with Airbus’ final assembly line, with this ultimately responsible for the crash in May. France is also scheduled to start parachute testing with the A400M later this month, with the delivery of the next aircraft bringing the French fleet up to seven.

• France has also received an additional NH90 helicopter, to add to the fourteen already in service with the French Army. A contract was struck in 2008 for 34 of the helicopters, with options totalling the same number.

• The Russian state exporter Rosoboronexport has reportedly received bids for 25 to 30 Ilyushin Il-76MD-90A strategic airlifters, according to Russian press. The aircraft is also capable of acting as an AWACS platform and a mid-air refuelling tanker, with the alternative designation of IL-476 used interchangeably. Russia ordered 39 of the aircraft in 2012. In November last year, the first aircraft was delivered for conversion to an AWACS platform.

Middle East

• The United Arab Emirates is reportedly showing interest in procuring V-22 tiltrotor aircraft from Boeing, following the Paris Air Show. The possible sale of the aircraft to Israel is still on hold, with Japan recently requesting seventeen Ospreys in a $3 billion sale. The company has also been chasing the United Kingdom and Singapore as possible future customers. However, the future of the aircraft is uncertain despite optimism from the manufacturers.

Africa

• Following the US State Department approving a possible sale of A-29 Super Tucano light attack aircraft to Lebanon earlier this week, Mali has agreed a contract with manufacturer Embraer Defense & Security for six of the aircraft. The T-29 has seen substantial export success to other African states, including Angola, Burkina Faso, Ghana, Mauritania and Senegal. Under Mali’s contract Embraer will also provide contractor logistics services to the six Super Tucanos, as well as pilot training.

Asia

• China and Russia appear to be close to signing an agreement on the sale of 24 Sukhoi SU-35 fighters, according to reports in the Russian press. The possible deal was first reported in November, with the Russians sliding back from previous insistence on an order for 48 units to the current 24. China has a history of purchasing Russian aircraft and subsequently reverse-engineering them in order to produce clones and develop a level of maintenance self-sufficiency. The PLA Air Force is most likely purchasing the SU-35 to complement the J-11D fighters already in service, as an interim measure before its more advanced fighters enter service over coming years. North Korea has also previously shown interest in the SU-35.

Active work with new centers of global growth does not mean that Russia aims to treat its dialogue with the Western partners less attentively, Russian President Vladimir Putin said at the St Petersburg International Economic Forum Friday.

A Tanács elnöksége és az Európai Parlament 2015. június 17-én megállapodott az értékpapír-kölcsönzés és a repoügyletek átláthatóságának növelését célzó rendeletről.

A rendelet annak révén hivatott javítani a pénzügyi stabilitást, hogy az úgynevezett értékpapír-finanszírozási ügyletekre vonatkozó adatokat ezentúl ténylegesen be kell jelenteni a kereskedési adattárak és a kollektív befektetési vállalkozások befektetői felé. A nagyobb átláthatóság elejét veszi annak, hogy a bankok és az egyéb pénzügyi közvetítők megkíséreljék kijátszani a rendeletet oly módon, hogy tevékenységeik egy részét áthelyezik a kevésbé szabályozott árnyékbankszektorba.

A gyakran az árnyékbankszektor által végrehajtott értékpapír-finanszírozási ügyletek során a szerződő fél birtokában levő eszközöket használják finanszírozási eszközök generálására. Ezek nagyrészt értékpapírok, illetve áruk kölcsönbe adását vagy kölcsönbe vételét, repo- vagy fordított repoügyleteket, illetőleg visszavásárlási vagy fordított visszavásárlási (buy-back/sell-back) ügyleteket jelentenek.

Intézkedéscsomag

A Bizottság 2014 januárjában nyújtotta be javaslatát, az uniós bankszektor strukturális reformjáról szóló rendelettervezettel együtt. Az értékpapír-finanszírozási ügyletekről szóló rendelettel a Bizottság célja elsősorban az, hogy kivédje annak kockázatát, hogy az értékpapír-finanszírozási ügyleteken alapuló kereskedelmi tevékenységek megfelelő felügyelet nélkül fejlődjenek tovább, például a szabályozott bankrendszer keretein kívül. Ennek érdekében az értékpapír-finanszírozási ügyletek vonatkozásában a Bizottság kötelező erejű átláthatósági és bejelentési követelményeket javasol.   

Átláthatóság

A Bizottság a rendelettervezet révén intézkedéseket vezet be az átláthatóság javítása érdekében az alábbi 3 fő területen:

• az értékpapír-finanszírozási ügyletekhez kapcsolódóan a pénzügyi rendszerben felhalmozódó rendszerszintű kockázatok figyelemmel kísérése
• azon befektetők tájékoztatása, akiknek az eszközeit ezekben az ügyletekben felhasználják
• olyan újbóli elzálogosítási tevékenységek, amelyek során a bankok vagy a brókerek saját célra használják fel az ügyfeleik által adott biztosítékokat

A következő lépések

A megállapodás egy brüsszeli háromoldalú egyeztető ülésen jött létre. A háromoldalú egyeztetések 2015. április 28-án kezdődtek, azt követően, hogy a Tanács 2014 decemberében, a Parlament pedig 2015 márciusában megállapodott saját tárgyalási álláspontjáról.

A Tanács részéről az Állandó Képviselők Bizottsága néhány napon belül megerősíti a megállapodást. A jogász-nyelvészi vizsgálatot követően az elnökség benyújtja a rendeletet az Európai Parlamentnek, hogy első olvasatban szavazzon róla, a Tanácsnak pedig, hogy elfogadja.

DCI (via DCI-NAVFCO et DCI-AIRCO) et l'armée de l'air ont signé un contrat de quatre ans pour la formation à la guerre électronique des personnels de l'AA. La signature de ce renouvellement aurait eu lieu fin 2014 mais DCI ne communique que maintenant, alors que le salon du Bourget se termine. Par ailleurs, mercredi (17 juin),  Thales et DCI ont signé un accord de partenariat sur le thème de la guerre électronique.

Dans un communiqué de presse très laconique de ce vendredi, DCI signale "en particulier, l’emploi d’outils novateurs de simulation, développés à des fins didactiques avec la société ABAK Systèmes, permettant de compléter fructueusement l’enseignement théorique."

Abak Systèmes a été créé en 1988 à Laillé, près de Rennes; son capital social est détenu par sept associés dont Défense Conseil International. La société a développé entre autres, le logiciel SIMU_IR conçu "pour simuler et visualiser un duel entre un aéronef et un système d'arme; il est composé d'un radar, d'un système de contrôle de tir et d'un missile sol-air équipé d'un autodirecteur infra-rouge. L'aéronef peut exécuter un manœuvre de type break et lancer des leurres IR. Il est également possible d'activer des Contre-Contre-Mesures Électroniques (CCME)."

On 18-19 June, the informal meeting of Forest Directors took place in Riga under the Latvian Presidency of EU Council. At the meeting, the participants discussed the results of the 11th Session of the UN Forum on Forests – the importance of the Ministerial Declaration and the Joint Resolution for further development of the Forum on Forests.

Képmutatónak nevezte az európai uniós vezetőket Ivica Dacic szerb külügyminiszter, mert értesülései szerint Brüsszel azt javasolta Moszkvának, Szerbia megkerülésével építsen ki egy Nyugat-Európába irányuló gázvezetéket. "Ilyen képmutatást nem vártam volna a brüsszeli vezetőktől, hiszen éppen ők voltak azok, akik mindent megtettek a Déli Áramlat gázvezeték projektjének csődjéért" - hangsúlyozta szerb újságíróknak a külügyi tárca vezetője a szentpétervári nemzetközi gazdasági fórumon.

BRÜSSZEL. Az Európai Unió Tanácsa luxembourgi ülésén egy évvel meghosszabbította azoknak a büntetőintézkedéseknek a hatályát, amelyeket az unió azért vezetett be, mert Oroszország jogellenesen elcsatolta a Krím félszigetet és Szevasztopolt.

The Council:

1. RECALLS its Conclusions of 9 December 2014 on Finance for Growth and the Long-term Financing of the European Economy in order to further build on the policy targets and principles contained therein;
2. RECOGNISES that although EU capital markets have expanded over recent decades, they remain fragmented and less developed as compared to those in some other comparable jurisdictions, in particular in certain market segments crucial for jobs and growth such as securitisation and venture capital;
3. CONSIDERS that more developed and more integrated capital markets could unlock investment for companies and infrastructure projects, attract foreign investment, contribute to growth and job creation and make the financial system more efficient, robust and resilient to shocks; 

La Banque centrale européenne (BCE) a relevé le plafond de ses financements d'urgence aux établissements bancaires grecs, et ce pour la deuxième fois en une semaine lors d'une réunion d'urgence ce vendredi 19 juin. Le Premier ministre Alexis Tsipras assure, lui, travailler à faire du sommet européen exceptionnel, convoqué lundi 22 juin, un succès. Un week-end de réflexion nécessaire car certains, comme le ministre britannique des Finances, George Osborne, estime qu'il faut se préparer au défaut de paiement de la Grèce.

Nach jüngsten Berechnungen erwarten Wirtschaftsforscher für das zweite Halbjahr in Österreich ein Wirtschaftswachstum von gerade 0,5 Prozent. Erst im kommenden Jahr dürfte der Wirtschaftsmotor wieder richtig anspringen.
