New rules to curb the influx of pests, such as Xylella fastidiosa, caused by increased trade and climate change, stop them spreading and eradicate the most dangerous ones were informally agreed by MEPs and the Luxembourg Council Presidency on Wednesday. The provisional deal also introduces preventive measures for imported plants and fast-response mechanisms for high-risk ones.

Plenary sessions : The Commission's recent proposals for completing European Monetary Union (EMU) are insufficient to address the current shortcomings in the institutional framework of the euro area. More parliamentary oversight and public debate is needed to ensure democratic accountability and get citizens on board, Parliament says in a resolution adopted on Thursday.

Plenáris ülés : A Parlament az autók kibocsátásmérési tesztjeire vonatkozó uniós szabályzás megsértésének kivizsgálására 45 fős vizsgálóbizottság felállítása mellett döntött csütörtökön. A bizottság áttekinti, hogy miért nem sikerült a tagállamoknak és az Európai Bizottságnak betartatnia az uniós szabályokat. A bizottság hat hónap múlva időközi jelentést mutat be, a végső jelentést egy éven belül kell elkészítenie.

New EU data protection legislation, informally agreed on Tuesday and backed by Civil Liberties MEPs on Thursday morning, will create a uniform set of rules across the EU fit for the digital era. It should also improve legal certainty and boost trust in the digital single market for citizens and businesses alike. Clear and affirmative consent to data processing, the right to be forgotten and strong fines for firms breaking the rules are some of the new features.

Plenáris ülés : Senkit nem szabad őrizetbe venni pusztán azért, mert menedéket kér, mondta több felszólaló egy szerda késő délutáni vitában az Európai Parlamentben. A menedék kérése alapvető emberi jog, az őrizetbe vételhez pedig a legvégső esetben szabad csak folyamodni, hangsúlyozták. Több képviselő bírálta az Európai Tanács elnöke, Donald Tusk kijelentését a bevándorlók átvilágítás céljából történő, 18 hónapos őrizetbe vételéről. Mások szerint ezt a döntést nemzeti hatáskörben kell meghozni.

Plenary sessions : EU laws must be as simple and clear as possible to ensure that citizens can easily understand their rights and obligations. The European Parliament Conference of Presidents endorsed on Wednesday, with a large majority, an agreement with the Council and the Commission to improve the quality of EU legislation, which needs to focus on areas where the EU has the greatest added value for its citizens.

Plenáris ülés : A terrortámadások és a fenyegetettség miatt egyre inkább előtérbe kerül a fegyverkereskedelem szigorúbb szabályozása. Az EP-képviselők szerdán vitáznak, csütörtökön pedig szavaznak arról a jelentésről, amely az Unió fegyverexportra vonatkozó szabályainak szigorúbb alkalmazását sürgeti. 2013-ban a tagországok összesen 26,7 milliárd euró értékben exportáltak fegyvereket harmadik országokba. Az EP a közeljövőben vitázik a lőfegyverekre vonatkozó új uniós jogszabályjavaslatról is.

Plenáris ülés : Az Uniónak azonnal el kellene kezdenie a magyarországi demokráciát, jogállamiságot és az alapvető jogokat veszélyeztető lépések monitorozását, jelentette ki a Parlament egy szerdán megszavazott állásfoglalásban. A Bizottságnak meg kellene vizsgálnia, hogy a kormány intézkedéseinek együttes hatása rendszerszinten rontotta-e a demokrácia állapotát. Bizottsági fellépés hiányában hasonló jelenségek már más tagállamokban is megjelentek, teszi hozzá a szöveg.

Plenáris ülés : „Raif Badawi elég bátor volt ahhoz, hogy felemelje a hangját és nemet mondjon a kegyetlenségre. Ezért korbácsolták meg” - mondta Ensaf Haidar, a bebörtönzött szaúd-arábiai emberi jogi aktivista Raif Badawi felesége, aki december 16-án, a Parlament strasbourgi plenáris ülésén vette át a Szaharov-díjat férje nevében. Raif Badawit azért tüntette ki emberi jogi díjával a Parlament, mert a gondolat- és véleményszabadságért küzdött Szaúd-Arábiában.

Plenary sessions : The EU and China must work more closely together to tackle global challenges and threats, such as terrorism, illegal migration, security, climate change and global financial and market governance, Parliament says in a resolution passed on Wednesday. It calls for talks to be accelerated on a new partnership and cooperation agreement "based on trust, transparency and respect for human rights."

Általános : A migrációról, az emberi jogokról és a menekülteknek nyújtott segítségről egyeztettek az EP-képviselők az afrikai, karibi és csendes-óceáni térség országainak parlamenti képviselőivel a hétfőtől szerdáig tartó 30. AKCS-EU közös parlamenti közgyűlésen. A legtöbben arra hívták fel a figyelmet, hogy elsősorban a migráció kiváltó okait, így a szegénységet, az emberi jogok hiányát és a háborút kell kezelni.

Általános : A közelmúltban történt terrortámadások miatt ismét a viták középpontjába került a kirekesztés és a radikalizálódás Európa-szerte. Hétfőn az EP kulturális szakbizottsága arról fogadott el jelentést, hogy milyen szerepet játszik a kultúrák közötti párbeszéd, a kulturális sokszínűség és az oktatás az EU alapértékeinek előmozdításában. Julie Ward (szocialista, brit) témafelelős úgy véli: „Csak egy Földünk van, meg kell találnunk a módját, hogy tisztelettel és toleranciával forduljunk egymás felé”.

The Paris climate change agreement should not leave out aviation and shipping, two sectors whose emissions are rocketing and, if left unregulated, could account for up to 40% of all global emissions by 2050, (according to a European Parliament study), said the EP delegation on Tuesday. MEPs also advocate earmarking carbon market revenues as a possible solution for financing climate efforts.

Transport and energy companies will have to ensure that the digital infrastructure that they use to deliver essential services, such as traffic control or electricity grid management, is robust enough to withstand cyber-attacks, under new rules provisionally agreed by internal market MEPs and the Luxembourg Presidency of the EU Council of Ministers on Monday. Online marketplaces like eBay or Amazon, search engines and clouds will also be required to ensure that their infrastructure is secure.
