Environment MEPs advocate a full and immediate EU-wide ban on ivory and rhinoceros horn trade, and call for common sanctions at EU level against wildlife trafficking, in a resolution voted on Thursday. Wildlife trafficking is worth an estimated €20 billion annually. It has grown in recent years, becoming one of the biggest and most profitable forms of organised cross-border crime.

Általános : Ötven magánszemély és szervezet, köztük Major Balázs és Kozma Imre vehette át az Európai Polgár díjat október 12-én Brüsszelben. A kitüntetést azoknak ítéli oda az EP, akik az európai együttműködés és a közös értékek előmozdításáért dolgoznak. Sylvie Guillaume, az EP alelnöke elmondta, hogy bár Európa nagyon nehéz időszakon megy keresztül és sokszor úgy tűnik, hogy bármikor széteshet, az európai polgárok bizonyítják, hogy Európa él, ők pedig az európai értékrend szerint élnek minden nap.

An EU country facing an emergency gas shortage could call on other member states to supply it with gas via “supply corridors” that would link EU countries into seven transnational regions, under a draft law enshrining a “regional solidarity mechanism”, as amended and approved by the Energy Committee on Thursday. The committee also approved a separate draft law that would require member states to notify the EU Commission when they negotiate energy supply deals with third parties.

New rules to curb the growing influx into the EU of plant pests, such as olive grove killer Xylella fastidiosa, and better equip member states to tackle their spread, were endorsed by the Agriculture Committee on Thursday. The draft rules, informally agreed by MEPs and member states last year, will introduce new preventive and rapid response mechanisms for suspect plant imports, step up pest surveillance efforts in the EU and require all member states to draw up outbreak contingency plans.

Általános : A vadon élő állatok és növények kereskedelme a negyedik legjövedelmezőbb illegális üzlet a világon, ami miatt elefántok, orrszarvúk és tigrisek ezrei pusztulnak el és fajok kerülnek a kihalás szélére. A Parlament környezetvédelmi szakbizottsága csütörtökön szavaz Catherine Bearder (liberális, brit) EP-képviselő jelentéséről, amely lépéseket javasol a tagállamok számára a vadon élő fajok védelme érdekében. Általános : Az ötödik születésnapját ünnepli a brüsszeli Parlamentárium, az EP látogatóközpontja október 13-án. The Budgets Committee demanded more funds, in a vote on Tuesday, to help young people into jobs, to boost economic growth and assist third countries with a view to mitigating the migration crisis. MEPs had earlier reversed all the cuts proposed by the Council to the draft 2017 EU budget. Part of the additional funds are expected to be financed via new appropriations to be obtained through the ongoing mid-term revision of the Multiannual Financial Framework (MFF).

MEPs will debate the pros and cons of the Comprehensive Economic and Trade Agreement (CETA) between the EU and Canada with farmers, businesses and trade union representatives from around 9.00 on Wednesday morning. EU trade ministers are to decide on 18 October in Brussels on the approval and provisional application of the agreement. CETA cannot enter into force without European Parliament approval.

Erről október 11-én döntöttek a külügyi és a fejlesztési szakbizottságokban. A gondolat- és véleményszabadságért küzdők elismeréseként járó díj nyertesét Martin Schulz EP-elnök és a frakcióvezetők választják ki október 27-én, a díjátadó pedig december 14-én lesz.

Europe should continue to support film creation and distribution as important tools for our cultural diversity, MEPs and filmmakers underlined on Monday evening in a Lux Prize 10th anniversary debate. Translation and subtitling help to circulate works and promote European values, especially in time of crisis, they added. Film directors Ken Loach, Céline Sciamma and Andrea Segre participated in a very animated debate with Members of the Culture Committee on this occasion.

Plans to prolong a 10% increase in the EU contribution towards project costs in Greece until 30 June of the year following the end of its economic adjustment programme were approved by Regional Development Committee MEPs on Tuesday. MEPs also approved a special provision whereby the EU would pay up to 85% of project costs in Cyprus until the current programming period ends in 2020.

Propaganda pressure on the EU from Russia and Islamic terrorist organisations is growing, say Foreign Affairs Committee MEPs in a resolution voted on Monday. It seeks to distort the truth, incite fear, provoke doubt and divide the EU. However, this pressure should be countered, not with more propaganda, but with positive messaging, awareness raising and education to increase the information literacy amongst EU citizens, MEPs add.

“We have no problem with the 12,5% corporate tax rate in Ireland”, Commissioner Margrethe Vestager told Irish Economic and Monetary Affairs Committee members in a hearing on competition policy on Monday. “But we want to be sure that tax rulings are not being used to grant selective advantages to companies through the backdoor”, she added, referring to the illegal tax ruling that resulted in a minimal tax bill for the American multinational.

Általános : A szakbizottságok üléseznek a héten az EP-ben, szavaznak többek között az Európa gázellátást biztosító szabályokról, az orosz propaganda elleni fellépésről és a vadon élő állatok- és növények illegális kereskedelmét tiltó szabályokról. A költségvetési szakbizottság dönt az EU jövő évi büdzséjéről, míg a külügyi és a fejlesztési szakbizottságban kiválasztják a Szaharov-díj, az EP emberi jogi díjának három döntős jelöltjét.

Általános : Idén tizedik alkalommal ítélik oda az Európai Parlament filmes díját, a Lux-díjat, amelynek célja az európai mozi népszerűsítése. Október 10-én Európa-szerte számos programmal ünnepeljük a díj létrehozását és egyben az európai filmművészetet. Hétfő este a 2015-ös év Lux-díjas filmjét, a Mustangot 28 helyen vetítik egyszerre a mozik, Magyarországon a szolnoki Tisza Moziban. A vetítés után Deniz Gamze Ergüven rendező válaszol a nézők kérdéseire online és a Twitteren keresztül.

Plenáris ülés : Jóváhagyta a Parlament a párizsi klímaegyezmény uniós ratifikációját október 4-én, aminek köszönhetően teljesültek a feltételek ahhoz, hogy életbe léphessen minden idők legjelentősebb, jogilag kötelező klímamegállapodása. Az EP-képviselők emellett döntöttek a kínzásra is alkalmas eszközök kereskedelmének szigorításáról és támogatták a javaslatot, hogy a 18. életévüket betöltő európai fiatalok ingyen Interrail bérletet kapjanak.

Plenary sessions : All Parties to the Paris Agreement on climate change will need to step up their emission reduction pledges if the deal is to limit global warming to well below 2 degrees, and this includes the EU’s targets for 2030, say MEPs in a resolution voted on Thursday. Having ratified the Paris deal on Tuesday, the EU is now focusing on the tools needed to achieve its goals, ahead of the next round of talks to take place in Marrakesh next month.
