L'Union africaine a décidé en 2005 la mise en place d'une forte permanente de 5 brigades régionales pour pouvoir déployer 25.000 (5x5000) hommes (FAA – Force africaine d’alerte / ASF African Standby Force), selon des projets moins réalistes : 75 milles hommes.
