ŁÓDŹ, 2 December 2022 — The OSCE Ministerial Council concluded in Łódź today. Taking place against the backdrop of Russia’s war against Ukraine, the meeting brought together Foreign Ministers and senior officials from across the OSCE participating States.

The discussions held yesterday and today focused on the ramifications and regional security challenges created by Russia’s continued war against Ukraine, from the increased risks of human trafficking to emerging energy security challenges. 

The Ministerial Council was also the final high-level event of the OSCE’s 2022 Polish Chairmanship. Reflecting back on a most challenging year, Polish Foreign Minister Rau said: "The preservation of peace and security, dialogue and co-operation, and the human dimension of the OSCE are the cornerstones of the Organization. They are non-negotiable pillars fundamental to our better future, which, as I firmly believe, is coming. I consider sticking to this path the legacy of Poland’s Chairmanship-in-Office and of this Organization.” 

“North Macedonia stands ready to assume its share of the responsibility, being entrusted to serve as a Chair of this Organization. Idleness is not an option. We need to find ways to empower the OSCE, allowing its mechanisms the required space to continue making a difference. We are all aware of the good things this Organization has done. Thus, if we are united around its existence and relevance, it is our duty to keep it capacitated,” said the incoming OSCE Chairperson-in-Office, Minister of Foreign Affairs of North Macedonia Bujar Osmani.

“As we look back at this year, we see the devastation the war has brought – and we also see how to OSCE has delivered – to alleviate challenges posed by the war and to support those actors and institutions that provide stability and security not only on Ukraine but on Moldova, Central Asia, South-eastern Europe, and well beyond,” said OSCE Secretary General Helga Maria Schmid.

“Throughout our meetings over the last two days, Ministers agreed that the OSCE – the multilateral platform with all relevant stakeholders at the table for European and Eurasian security – is unique and remains vitally important – including for the challenges ahead,” she added.

The OSCE brings together 57 participating States from across the northern hemisphere. In addition to its Secretariat in Vienna, it includes 12 field operations in South-Eastern Europe, Moldova and Central Asia, as well as three independent institutions: the High Commissioner on National Minorities, the Representative on Freedom of the Media, and the Office for Democratic Institutions and Human Rights.

Deeepti Rani (13) lives with her mother in a dilapidated dwelling near a railway track in India’s southern state of Karnataka. The mother-daughter duo sells paperbacks on trains for a living.

Four months ago, a man in his mid-fifties visited them. Masquerading as a businessman hailing from India’s capital, Delhi, he first expressed dismay over the family’s dismal conditions. Then he offered help.  The man asked Deepti if she wanted to accompany him to Delhi, where he could find her a decent job as a sales clerk or a housemaid. He also told Deepti’s mother that if allowed to go to Delhi, her daughter would be able to earn no less than 15 to 20 000 rupees a month—about 200-300 USD.

The money, Deepti’s mother, reasoned, would be enough to lift the family out of abject poverty and deprivation, enough to plan Deepti’s wedding and bid farewell to the arduous job of selling paperbacks on moving trains.

On the scheduled day, when the man was about to take Deepti, a labourer whose family lives adjacent to her hut informed the police about the possible case of trafficking. The labourer had become suspicious after observing the agent’s frequent visits to the mother-daughter.

When police reached the spot and detained the agent, it was discovered during questioning that he was planning to sell the little girl to a brothel in Delhi.

Ramesh, a 14-year-old boy from the same state, shared a similar predicament. He narrates how a man, probably in his late 40s, offered his parents a handsome sum of money so that he could be adopted and taken good care of.

“My parents, who work as labourers, readily agreed. I was set to go with a man – who we had met a few days before. I was told that I would get a good education, a good life, and loving parents. I wondered how an unknown man could offer us such things at such a fast pace. I told my parents that I smelled something suspicious,” Ramesh recalls.

The next day, as the man arrived to take the boy, the locals, including Ramesh’s parents, questioned him.  “We called the government helpline number, and the team arrived after some 20 minutes. When interrogated, the man spilt the beans. He was about to sell the boy in some Middle East country and get a huge sum for himself. We could have lost our child forever,” says Ramesh’s father.

According to government data, every eight minutes, a child vanishes in India.

As many as 11,000 of the 44,000 youngsters reported missing each year are still missing. In many cases, children and their low-income parents who are promised “greener pastures” in urban houses of the wealthy wind up being grossly underpaid, mistreated, and occasionally sexually molested.

Human trafficking is forbidden in India as a fundamental right guaranteed by the Constitution, but it is nonetheless an organised crime. Human trafficking is a covert crime that is typically not reported to the police, and experts believe that it requires significant policy changes to stop it and help victims recover.

Activists and members associated with the Belgaum Diocesan Social Service Society (BDSSS) run various child protection programs for children from poor backgrounds.

One such program is ‘Childline 1098 Collab’. A dedicated helpline has been established to help out children in need. The helpline number is widely circulated across the city so that if anyone comes across any violation of child rights, they can dial the number.

A rescue team will be dispatched and provide immediate help to the victim.

Fr Peter Asheervadappa, the director of a social service called Belgaum Diocesan Social Service Society, provides emergency relief and rescue services for children at high risk. Children and other citizens can dial toll-free 1098, and the team reaches within 60 minutes to rescue the children.

“The cases handled are of varied nature: Sexual abuse, physical abuse, child labour, marriages, and any other abuse that affects children’s well-being,” Asheervadappa told IPS.

He adds that India’s railway network, one of the largest in the world, is made up of 7,321 stations, 123,542 kilometres of track, and 9,143 daily trains, carrying over 23 million people.

“The vast network, crucial to the country’s survival, is frequently used for trafficking children. For this reason, our organisation, and others like it, have argued that key train stops require specialised programs and attention. Such transit hubs serve as important outreach locations for finding and helping children when they are most in need,” he said.

But not only have the trafficking cases emerged at these locations. There are child marriages, too, that concern the activists.

Rashmi, a 13-year-old, was nearly sold to a middle-aged businessman from a nearby city.  In return, the wealthy man would take good care of the poverty-stricken family and attend to their daily needs. All they had to do was to give them their daughter.  They agreed. “Everyone wants a good life, but that doesn’t mean you barter your child’s life for that greed. It is immoral, unethical, and illegal,” says an activist Abhinav Prasad* associated with the Child Protection Program.

He says many people in India are on the lookout for child brides. They often galvanise their efforts in slums and areas where poor people live. It is there that they find people in need, and they take advantage of their desperation for money.

While Rashmi was about to tie the nuptial knot with a man almost four times her age (50), some neighbours called the child rescue group and informed them. The team rushed to the spot and called in the police to stop the ceremony from happening.

“Child marriages are rampant in India, but we must do our bit. It is by virtue of these small efforts that we can stop the menace from spreading its dreadful wings and consuming our children,” said Prasad.

Fel kell tárni az Oroszország Ukrajna elleni háborújában elkövetett háborús bűncselekményeket, és felelősségre kell vonni az elkövetőket, a világ legfejlettebb iparú demokráciáit összefogó G7 csoport tagjai ezért megerősítik az egymás közti igazságügyi együttműködést és az ukrajnai szervek támogatását.

A hetek igazságügyi minisztereinek kétnapos konferenciája után tartott tájékoztatón a soros elnök Németország igazságügyi minisztere, Marco Buschmann kiemelte, hogy az ukrajnai polgári infrastruktúra rendszerszerű rombolása is háborús bűncselekmény, és nem maradhat büntetlenül.

Mint mondta, a G7 csoport gazdaságilag erős országok közössége, de “értékközösség is, amely elkötelezett a liberális demokrácia, a nemzetközi humanitárius jog és az emberi jogok mellett”, ami azt is jelenti, hogy a fegyveres konfliktusok szabályainak megsértői a hetek “egységes és határozott fellépésére” számíthatnak. Hozzátette: a tanácskozáson nagy egyetértés mutatkozott abban is, hogy az orosz vezetést is felelősségre kell vonni.

A hetek megállapodása alapján minden tagország igazságügyi rendszerében kijelölnek egy kapcsolattartó intézményt, amelynek feladata az egymás közti, valamint az ukrán igazságügyi szervekkel és a civil szervezetekkel folytatott együttműködés összehangolása és megerősítése. A közös munka célja a háborús bűncselekmények feltárása, dokumentálása és az elkövetők felelősségre vonása.

Mindez évekig, akár évtizedekig tarthat, de a G7 csoport “felkészült és kitartó” – jelentette ki Buschmann.

A tanácskozásról kiadott közös nyilatkozatukban a hetek igazságügyi miniszterei hangsúlyozták: Oroszország “durván megsérti a nemzetközi jogot” az Ukrajna elleni támadással, így a többi között a civilek és hadifoglyok legyilkolásával, a gyermekek elhurcolásával, “a kritikus infrastruktúrák elleni szisztematikus és célzott támadásokkal” és a konfliktushoz kapcsolódó szexuális bűncselekményekkel.

Ezek a háborús bűnök és egyéb jogsértések nem maradhatnak büntetlenül – írták, kiemelve: közös cél, hogy törvényes eljárással elszámoltassák a felelősöket és igazságot szolgáltassanak az áldozatoknak és a túlélőknek.

Németországban a szövetségi legfőbb ügyész már a háború első napjaiban, március elején eljárást indított az Ukrajna elleni támadással összefüggő háborús bűncselekmények bizonyítékainak összegyűjtésére. Az eljárás tényfeltárást jelent, a munka során bizonyítékokat gyűjtenek, hogy szükség esetén felléphessenek az elkövetőkel szemben. Az adatok összegyűjtésébe igyekeznek bevonni a Németországba menekült ukránokat is.

Az eljárás alapja a nemzetközi büntetőjog azon előírása, hogy a háborús és az emberiesség elleni bűncselekmények ügyében nemcsak az érintett, hanem úgynevezett harmadik országok hatóságai is felléphetnek. A szövetségi legfőbb ügyészség ennek alapján törekedik a Bassár-el Aszad vezette szíriai rezsimhez köthető bűncselekmények feltárására és az elkövetők felelősségre vonására is. Több ügyben már ítéletet is hoztak német bíróságok.

A G7 csoport informális egyeztető fórumként működik, az Egyesült Államokat, Franciaországot, Japánt, Kanadát, Nagy-Britanniát, Németországot és Olaszországot, valamint megfigyelő státuszban az Európai Uniót mint nemzetek feletti intézményt fogja össze. A fórum 1975 óta működik, és 1998-ban tagjai közé fogadta Oroszországot, így átalakult G8 csoporttá. Azért működik mégis G7 csoportként, mert Oroszország tagságát 2014-ben a Krím félsziget nemzetközi jogot sértő bekebelezése miatt felfüggesztették.

Une cérémonie officielle de remise de Certificats d'Autorisation de Mise sur le Marché aux entreprises a marqué, jeudi 1er décembre 2022, la fin de la 1ère édition de l'accompagnement de la Chambre de Commerce et d'Industrie du Bénin (CCI Bénin) en partenariat avec l' Agence Béninoise de Sécurité Sanitaire des Aliments (ABSSA) et l'Agence Nationale de Normalisation, de Métrologie et de Contrôle Qualité (ANM) aux Micro Petites et Moyennes Entreprises (MPME).

Trente (34) entreprises béninoises du secteur de l'agroalimentaire ont reçu le Certificat de Mise en Marché de leurs produits, jeudi 1er décembre 2022, dans le cadre d'un processus d'accompagnement à l'Autorisation de Mise sur le Marché lancé le 30 septembre 2021. Le processus a connu un aboutissement heureux grâce à l'accompagnement de la Chambre de Commerce et d'Industrie du Bénin (CCI Bénin) en partenariat avec l' Agence Béninoise de Sécurité Sanitaire des Aliments (ABSSA) et l'Agence Nationale de Normalisation, de Métrologie et de Contrôle Qualité (ANM). La cérémonie s'est tenue à la salle de conférence de la CCI Bénin en présence des partenaires de l'institution consulaire tels que l'Union Européenne (UE), ProPME-ProCIVA/GIZ-EUROCHAM- ADPME-ADSC-CNA-CMA et les surfaces de distribution EREVAN- BSS- Franc Prix- Mont Sinaï.
Cette cérémonie solennelle vise à « célébrer le mérite des chefs d'entreprise qui ont décidé de s'engager dans la démarche qualité et au respect des exigences de Mise sur le Marché » et s'inscrit dans le cadre de la « stratégie de l'institution consulaire de valoriser le savoir-faire national et le rayonnement des entreprises au niveau national, régional et international », a fait savoir Casimir Migan, 1er Vice- président de la CCI Bénin.

Pour le directeur général de l'Agence Béninoise de Sécurité Sanitaire des Aliments (ABSSA), l'accompagnement de la CCI Bénin aux MPME a permis une prise de conscience des entreprises sur le respect des exigences règlementaires de mise sur le marché des produits alimentaires. « Vous avez mis en place un projet noble et nous acteurs de l'infrastructure qualité nous sommes toujours là à vous accompagner à atteindre vos objectifs », a indiqué Épiphane Hossou, directeur général de l'Agence Béninoise de Sécurité Sanitaire des Aliments (ABSSA).
Le 1er Vice président de la CCI Bénin et le Dg ABSSA ont félicité les 34 promoteurs qui ont réussi l'ensemble des processus de conformité aux dispositions réglementaires de mise sur le marché.

Il reste cependant du chemin à parcourir. « Les inspections réalisées sur le terrain nous ont donné différents résultats (...) Au total 62 entreprises ont été visitées, 48 ont obtenu des résultats d'inspection favorable avec remarques et 34 entreprises ont pu passer le cap. (...) Ça veut dire que vous devriez continuer à vous améliorer au sein de vos unités respectives », a indiqué le Dg ABSSA à l'endroit des 34 promoteurs d'entreprises. Il a ajouté que l'ABSSA fera un suivi périodique.
« Nous vous promettons que nous allons travailler dur pour donner satisfaction à toute l'équipe », se sont engagées les entreprises qui ont été accompagnées par la voix de leur représentante, Suzanne Amoussou.

Visibilité offerte aux MPME bénéficiaires
En plus de l'accompagnement à l'obtention du Certificat AMM, la CCI Bénin permet aux 34 MPME de positionner gratuitement leurs produits sur le site de vente en ligne beninmarketplace et sur tous les autres canaux de communication de l'institution consulaire, a promis le 1er Vice-président de la CCI Bénin Casimir Migan. « De plus, les promoteurs des produits ayant obtenu l'Autorisation de Mise sur le marché seront régulièrement informés sur les opportunités d'affaires et les nombreuses possibilités de mise à l'échelle par l'intégration dans les différents dispositifs opérationnels des programmes de la Chambre de Commerce et d'Industrie du Bénin », a ajouté Casimir Migan.
En ce qui concerne les doléances liées à l'accompagnement pour la mise en place des unités de production, le secrétaire général de la CCI Bénin, Raymond Adjakpa Abilé a fait savoir que l'institution consulaire entend mettre en place des moulins communautaires. L'idéal serait de travailler en synergie, a conseillé le SG aux entrepreneurs.
Il faut préciser que la cérémonie de remise des AMM a pris fin par des échanges entre les promoteurs des 34 MPME et les représentants de grandes surfaces de distribution.
